This concerns a voluntary opportunity created for property owners who wish to engage in entrepreneurial activity. No decision has been adopted, nor can any decision be adopted, regarding the use of private property without the consent of its owner.

Any action relating to these apartments may be carried out only with the consent of the owner and in accordance with the procedure established by law.

The role of the district hokimiyat is not to take decisions in place of citizens or to engage in entrepreneurship on their behalf, but to assist, where necessary, those property owners who wish to take advantage of this opportunity.
